March Tier List Update

Forgot to do it for February. I didn’t change much this time around, mostly just added a few artists that were missing (Fat Cat, Spica, Seo Taiji). I’ll probably switch some stuff around later because some artists are higher or lower than they should be. Maybe I’ll also have like a top three for each month to keep track of my favorites each month.
